Solomon Water has been unable to award a contract for the Kongulai Water Treatment and Pipeline Construction Project which was tendered late last year. This is due to shortcomings noted in all received bids failing to meet the requirements of the bidding documents.

The project is one of the key sub-projects under the Solomon Islands Urban Water Supply and Sanitation Sector Project (UWSSSP) jointly funded by the Asian Development Bank (ADB), World Bank (WB), the European Union (EU) and the Solomon Islands Government (SIG).

Board Chairman Mr. Carson Korowa said “A thorough analysis of the bids was undertaken by the Bid Evaluation Committee including an external consultant, and no bid met the requirements stipulated in the bidding documents, therefore we are unable to award a contract.  While this is disappointing, the Board had little choice but to request the management to re tender the project. The contract will be rebid in July and we have advised the bidders on documentation that they need to submit to hopefully ensure that their bids will be compliant. We appreciate the patience of the public and wish to assure them that the project will be delivered on budget and quality in the shortest time possible”.

The Kongulai Water Treatment and Pipeline project is very complex and will be the largest project to be built by Solomon Water and will improve the continuity of supply and water quality to our customers in Honiara.  However given the delay, the treatment plant will not be commissioned until mid-2023.

Chief Executive Officer Mr. Ian Gooden thanked the interested bidders for their time and effort in submitting bids and asks that they resubmit compliant bids for this critical project. 

He further stated that “Solomon Water continues to be committed in working with its stakeholders as we continue to improve value and our services for a better future”.
